In conformity with official UN system guidelines, the UN Country Team in the Russian Federation decided to establish eight Interagency Theme Groups, each of them with specific terms of reference.
The Team also appointed a Senior Consultant and a Facilitator to help in coordinating the CCA participatory process which will involve a number of national and international stakeholders.
A specific training workshop was held in Bor (Moscow region) from 12 to 14 September 2000, with support from the United Nations Staff College.
