AND ITS AD HOC SECRETARIAT

The UN Country Team (UNCT) in the Russian Federation acts as Steering Committee for the CCA process, which it guides, facilitates, advocates and supervises. At the end of the process, the Steering Committee will convene a meeting for general presentation of the semi-final (revised) version of CCA report to all interested parties, and ensure its production in the Russian and English languages.
The Steering Committee appoints an ad hoc Secretariat for the duration of the CCA exercise, which may expand beyond 31 December 2000. The Secretariat is in charge of organizing and monitoring daily implementation of the process.
ResCoor a.i. supervises the works of the Secretariat, which reports to the Steering Committee:
- at critical junctures, as determined in the work plan;
- in case of unexpected developments implying substantial departure from work plan, or requiring substantial adjustment of implementation patterns;
- at the request of the UNCT, of the Steering Committee or upon the initiative of ResCoor a.i.
The Secretariat is composed of technical or programme staff appointed:
- on behalf of Theme Groups, by the Lead Agencies (Conveners) for the eight Theme Groups established in the Russian Federation, viz.:

HIV/AIDS (UNDP)
FROM HUMANITARIAN RELIEF TO DEVELOPMENT (UNHCR)
DEMOCRACY AND GOVERNANCE (UNESCO, UNDP)
POVERTY (ILO)
ENVIRONMENT (UNDP)
YOUTH (UNICEF)
MIGRATION (IOM)
- by other Russia-based UN Agencies expressing an interest to join the Secretariat;
- by the World Bank and the IMF Representatives in the Russian Federation.
- from the various participating agencies based in Russia, which are: ILO, IMF, IOM, OCHA, UNAIDS, UNDP, UNEP, UNESCO, UNFPA, UNHCR, UNIC, UNICEF, UNODCCP, WB, WFP, WHO.
It includes at least one representative per Agency, working under the practical coordination of CCA Senior Consultant to adequately cover all of the thematic areas (theme groups) and cross-cutting issues, such as economic development and gender mainstreaming, of relevance to the CCA exercise.
One or more additional facilitators may join the Secretariat upon decision made by the Steering Committee according to needs. Support services are arranged through the ResCoor system in the Russian Federation, which may call upon participating Agencies for that purpose.
Each member of the Secretariat is assigned direct responsibility for one of the following technical areas: Poverty; Health; HIV/AIDS; From humanitarian relief to development; Migration; Youth; Democracy, governance and participation; Environment; Gender mainstreaming; Overall economic development, and liases directly with the relevant theme groups and conveners.
The Secretariat will perform the following tasks:
- Finalize global TOR for the CCA exercise, in view of their approval by the Steering Committee;
- Estimate budget and human resources requirements for the whole exercise, for submission to the Steering Committee;
- Establish work plan for the whole of CCA exercise, and submit it to the Steering Committee for clearance;
- Collect from participating and non-participating international agencies, international NGOs, the Government and line ministries, available programmatic and akin documents;
- Collect through theme groups basic information from participating agencies and donors community on on-going project according to established format, and on the basis of thematic areas;
- Assist in the organization for the collection of missing data and information in active collaboration with respective theme groups;
- Assist in collecting technical advise as and when appropriate, notably from Agencies HQ and Regional Offices or teams;
- Finalize statistical annex to CCA report, and submit it to the Steering Committee;
- Establish detailed TOR for contributions from various theme groups (theme papers), including deadlines, and agree with theme groups upon corresponding drafting process;
- Maintain contacts with line ministries, Parliament Committees, Goskomstat, national research institutes concerned, representatives of the civil society, the donors community and non-directly participating international organizations such as the UN ECE, the OECD, the Council of Europe, the CIS, the EC and its TACIS Programme;
- Prepare draft table of contents for CCA report, including length of chapters, deadlines and primary responsibilities;
- Organize drafting process for Introductory assessment paper (overall economic and social review), including length, deadlines and primary responsibilities;
- Consolidate theme papers and overall introductory assessment paper together with statistical annex into a first draft of CCA report submitted to the Steering Committee;
- Amend first draft in view of comments made by the Steering Committee;
- Submit revised document to UNCT, and ensure subsequent dissemination to all interested parties for comments;
- Ensure timely reception of comments, and their incorporation into a semi-final draft CCA report to be submitted to the Steering Committee.
Members of the Secretariat are seconded by respective Agencies to work on the CCA process on a part-time basis and instructed to perform this duty as a high-priority enhancing their normal functions.
The Secretariat agrees on its own methods of work, which include periodical progress review meetings organized at intervals not exceeding one week.
