Operations Management Team

The Operations Managers Team in Moscow was established in 2002 by the UN Resident Coordinator to pursue the initiative of setting up the UN Common Premises. Having been offered by the Government of the Russian Federation a building which could have accommodated most of the UN agencies in Moscow, it was the most propitious time for establishing the team to deal with both common premises and services.

The Team was constituted by all UN agencies working in the Russian Federation:

UNDP; UNICEF; WFP; UNFPA; OCHA; ODC; UNHCR; UNESCO; WHO; UNAIDS; UNIC; UNSECOORD

In 2002, the team was constituted also as the Contracts Review Committee to review all potential contracts or services that could derive from any common arrangement. The Team’s first experience as a committee was the review of all potential services that a UN Common House would need; i.e. electric works, furniture and partitions, security, communications services, etc. The meetings that the team had during almost one year served as the basis for all of its members to be exposed to the intricacies and demands of the common services initiative.

From the time the team was established to date, it has gone through a very solid learning period. In 2003, the team completed its first year of being formally established, after the UN Country Team reviewed its first work plan and authorized it. In December last year, the OMT made its first annual report to the UN Country Team.

The terms of reference of the OMT are the following:

- Achieve efficient functioning of the common services framework under the guidance and authority of the UNCT.

- Seek standardization of policies and financial practices regarding staff entitlements.

- Serve as UN Contracts Review Committee to recommend to the UNCT on procurement/contracting transactions of common interest.

- Ensure complete interagency MoUs cover all large common contracts.

- Oversee the implementation of common services ensuring realization of deadlines and desired results.

- Establish technical task forces, ensuring sufficient technical competency to accomplish activities related to the work plan.

- Coordinate with UNSECOORD and follow up on all security related issues for consistent implementation.

- Organize sports/social/cultural activities in order to enhance interaction among all UN staff.

- Promote joint training activities.

- Report quarterly to the UNCT on activities undertaken, opportunities, hindrances and results accomplished according to the approved work plan.

- Evaluate yearly achievements obtained during the year.

Currently the OMT is meeting once a month and counts with the participation of most of the agencies’ delegates.
