VACANCY ANNOUNCEMENT - Technical Officer, TB and M/XDR TB - National Professional Officer (NPO)

Description of duties:
Based in the WHO Country Office, Russia, and under supervision of the WR/Head of WHO Country Office and WHO Regional Office TB and M/XDR-TB Programme Manager and in line with the Consolidated Action Plan to Prevent and Combat M/XDR-TB in the WHO European Region and the Biennial Collaborative Agreement between the WHO Regional Office and the Ministry of Health of the Russian Federation, the incumbent will function as the focal staff for WHO TB and MXDR TB activities in the Russian Federation. This will include, inter alia, Lilly MDR-TB Partnership- funded WHO activities in the Russian Federation, ensuring development and implementation of agreed activities to improve universal access to M/XDR-TB prevention, control and care.
More specifically, the incumbent will carry out the following duties:
- Provides and facilitate overall technical support to the Ministry of Health on national TB control policy in line with relevant WHO strategies and action plans;
- Provides overall technical and organizational support to the work of the High Level Working Group on TB in the Russian Federation;
- Develops and adapts training curricula and organizes programmes of workshops and training courses including courses on programmatic management of drug resistant TB in collaboration with national and international partners, in line with WHO standards, rules and regulations; discusses participants' expectations and solicits feedback from participants and the faculty on training courses and workshops, prepares reports of the training and workshops organized;
- Liaises with Ministry of Health and other government agencies and works closely with relevant national and international partners in the country to strengthen human resources capacity for implementation of specific TB control programmes;
- Provides support in preparing funding proposals, organizing meetings and facilitating visits of WHO missions to the Russian Federation;
- Facilitates interventions of the WHO Regional Office and WHO Headquarters to assist the Russian Federation to improve surveillance, monitoring and evaluation of TB and MDR-TB programmes;
- Prepares regular technical reports on the progress of implementation of assigned projects;
- Performs other relevant duties as required by supervisors.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in medicine or a first university degree in health related sciences in combination with a Master's degree in public health.
Desirable: Post graduate training in Tuberculosis and M/XDR-TB.
WHO only considers higher educational qualifications obtained from an accredited institution.
Skills:
- Knowledge of Office Software applications.
- Proficiency in MS Office package.

Experience:
Essential: At least five years of experience in the implementation of relevant technical programmes such as TB and M/XDR-TB prevention and control, working with various stakeholders including government organizations and/or international organizations. Experience in organizing training courses, liaising with national and international partners on improving human resources for health.
Desirable: Experience in working with WHO or other international organizations.
Languages:
Essential: Fluency in English and Russian languages.
Desirable: Knowledge of other WHO/EURO official languages (French or German).
