The position is administered by UNDP but is financed centrally by the United Nations Department of Safety and Security (UNDSS).

II. Organizational Context
Under the overall guidance and supervision of the Security Adviser (SA), the Local Security Associate assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the duty station.
III. Functions / Key Results Expected
Summary of key functions:
- Assists SA in collecting, updating and communicating information regarding the security situation in the country;
- Assists in maintaining the Security Plan, including update of staff lists;
- Supports the SA with preparation of Security Risk Assessment (SRA), and Minimum Operational Security Standards (MOSS) for the duty station;
- Assists in reporting security incidents affecting UN staff, offices and assets;
- Organizes and delivers training courses on security awareness and preparedness;
- Provides general administrative assistance to the SA;
- Takes regular care of UNDSS vehicles’ fleet;
- Performs other security related tasks as instructed by SA.
1. Assists the SA in collecting, updating and communicating information regarding the security situation in the Russian Federation (RF):
- Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, National Security, Military, and Police, as well as non-governmental organizations and other non-State actors in the area of operation;
- Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA;
- Liaises with UN Agencies, funds, programmes, NGOs, IGOs, UN donors and Embassies representatives in relation to safety and security issues;
- Maintains regular contacts with Security Focal Points and Wardens of UN agencies;
- Monitors mass media and other sources for security incidents and developments that may affect staff safety and security.
2. Assists in maintaining the Security Plan, including update of staff lists:
- Helps in the preparation and review of the UN Security Plan;
- Supports actions during the implementation of the Security Plan, as required.
3. Assists the SA in preparation and monitoring of compliance with Minimum Operational Security Standards (MOSS) established for the duty station. Also assists with the compilation of data required for the MOSS Self-Assessment Programme. Assist the SA in preparation of the Security Risk Assessment (SRA) with emphasis on the Structured Threat Assessment.
4. Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Reports, and maintenance of Security incidents reporting system (SIRS).
5. Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation briefings to newly assigned staff members.
6. Provides general administrative assistance to the SA:
- Maintains routine and confidential correspondence files/documents;
- Maintains a database on contact details in relation to host country security authorities;
- Assists in maintaining the budget;
- Arranges appointments, receives visitors, and takes minutes and/or notes at meetings.
7. Takes regular care of UNDSS vehicles’ fleet
- Ensures that vehicles are in the full operational state;
- Ensures that vehicles are regularly serviced and keeps the service record;
- Acts as a driver when required
8. Performs other security-related tasks assigned by the SA:
- Conducts security evaluations and provides advice on security measures for the residences (Minimum Operating Residential Security Standards - MORSS) of UN staff, as well as on latest trends and threats to staff safety and security;
- Assists in establishment and maintains warden system, keeps update of information related to UN offices and residences;
- Prepares and processes Security Clearances for UN staff travel within the country;
- Supports and assists the SA during the missions to the regions of the RF;
- Administers a pass and ID system;
- Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force;

The key results have an impact on the accurate and timely implementation of the overall UN security programme at the country level.

VI. Recruitment Qualifications
Education:
Secondary education. University Degree desirable, but it is not a requirement.
Experience:
5-7 years experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.
Language Requirements:
Fluency in English and Russian.
Other Skills and Requirements:
- Knowledge of HF and VHF radio operation;
- Experience in diplomatic security, protection and intelligence considered as an asset;
- Solid computers skills (MS Word, Excel, Access and PowerPoint);
- Ability to travel;
- Experienced driver;
- Good knowledge of Moscow, other main cities in Russian Federation, local customs and culture;
- Physically fit.
