Russian Language Media and Communications Support to UNFPA Regional Office for Eastern Europe and Central Asia

2011 EECA SWOP Launch, World of 7 Billion Campaign, Technical Meeting on the World of 7 Billion

The United Nations Population Fund’s Regional Office for Eastern Europe and Central Asia (EECARO) is participating in the global World of 7 Billion Campaign and 7 Billion Actions Campaign launched on 11 July 2011 throughout the region. The UNFPA EECARO is also organizing a related technical meeting on the world of 7 Billion in Armenia on 17-18 October 2011 with a high level segment on 19 October 2011. Finally, UNFPA will launch its flagship report State of World Population 2011 (SWOP) on 26 October around the globe.

UNFPA EECARO seeks to sustain its media, communication activities related to the above between 30 September – 12 December 2011, with a peak at 26 October, the date of the launch of the SWOP.

Objectives

UNFPA EECARO seeks to hire a Russian language media/public relations company to support Russian language media outreach and placement of UNFPA media with a focus on the World of 7 Billion Campaign, SWOP launch and Technical Meeting in Eastern Europe and Central Asia.

Specific support to be given by the company would include the following tasks.

Specific Tasks:

  1. Write, support, disseminate and place numerous news stories, media advisories and press releases in various Russian language media and news outlets (internet and print stories) throughout the region related to (1) World at 7 Billion in the context of regional/national issues and the (2) related regional technical meeting in Armenia in October – based on interviews with meeting organizers [UNFPA staff] and participants during campaign period in Russian language regional news. Be prepared to pitch UNFPA issues to broader Russian language media in Russia and throughout the EECA region.

The above will require (1) Liaison with the UNFPA Russia Country Office, (2) Liaison with the Armenia Country Office Communication Focal Point (3) Liaison with appropriate UNFPA and partner spokespersons to speak on behalf of issues in and for Russian language media (4) review of key documents and information related to population and development issues (rapid aging, youth populations, declining fertility)  in EECA (6) Liaison with Central Asia Country Offices.

  1. UNFPA Regional Director ‘s TV/Radio  Appearances in Russia on SWOP Launch Date, on 26 October (in Moscow, channel to be determined based on reach/target audience/political considerations etc). Russia Today is suggested.  A radio outlet in Moscow having national and regional reach would also be preferred.

The media company, in collaboration with UNFPA to identify appropriate Television and Radio channels and to arrange the interviews.

 

  1. During the duration of the period (30 September- 12 December), monitor Russian language media coverage related to the above and send paragraphs with a short description in English of each weeks news to UNFPA in the News with links by Monday 9am NYT of the previous weeks news, in the appropriate format.   • Final report of media coverage, including links due 12 December 2011.

Payment

Payment of 40% of total contract upon receipt of

1 page outreach plan and

3 weekly reports of media coverage/monitoring for UNFPA in the News.

5 additional weekly reports of media coverage/monitoring for UNFPA in the News and

Title: Coverage of Cervical Cancer Week

ARMENIA: Multiple media outlets reported on 28 January on the European Cervical Cancer Prevention Week and information provided by UNFPA on the situation with the disease in the country. In Armenia, every year about 385 women are diagnosed with cervical cancer and 202 die from the disease. In our country, cervical cancer ranks as the third most frequent cancer among Armenian women, and in the structure of malignant neoplasm of women’s reproductive system, cervical cancer is in second place, after breast cancer, among women between 15 and 44 years of age. Cancer of the cervix is the second most common cancer in women worldwide, with about 500,000 new cases and 250,000 deaths each year. About 86 per cent of the cases occur in developing countries. Title: Victims of Domestic Violence Will Be Helped To Find Employment

MOLDOVA: Radio Free Europe and Info-Prim Neo reported on 29 July on the launch of the Economic Empowerment of Vulnerable Women project implemented by the UNFPA (United Nations Population Fund) with support of the ORANGE worldwide mobile company /ORANGE Foundation in Moldova and in partnership with the Ministry of Labor, Social Protection and Family. The total budget of the UNFPA project in partnership with the private sector is US$105,000: US$80,000 of which was provided by ORANGE, while US$25,000 by the UNFPA.
