United Nations High Commissioner for Human Rights Louise Arbour will visit Moscow from 9 to 13 February

The visit, which comes at the invitation of the Russian Government, will focus on continuing a dialogue on human rights issues with the Russian authorities and civil society. Mrs. Arbour is expected to meet with Minister for Foreign Affairs Sergey Lavrov, Minister of the Interior Rashid G. Nurgaliyev, Minister of Justice Yury Chaika, Minister of Health and Social Development, Mikhail Y. Zurabov, and other senior officials. She will also meet with the Federal Human Rights Ombudsman, Vladimir Lukin, and with representatives of human rights institutions from other regions of the country. The High Commissioner will hold talks with members of the judiciary and legislative bodies, as well as with representatives of human rights civil society organizations.The Office of the High Commissioner for Human Rights has been working with the Russian Federation on implementation of a programme of human rights education since 1997.This will be Mrs. Arbour’s first visit to Russia as High Commissioner.
