The consultant will provide technical support to Child Protection and Social Policy and Advocacy programmes.
Key tasks:
- Conduct assessments, research and project evaluations in the field of violence, abuse and exploitation of children, advising on the applicability of international experience and selection of best practices within Russia;
- Conduct training and orientation for UNICEF\'s partners on the children\'s rights, legal issues and social protection issues;
- Support the UNICEF office to develop proposals, and monitor and report on projects concerning child protection;
- Support the UNICEF chair of the Inter-Agency Working Group on Trafficking and coordinate the organization\'s participation in the WG and associated projects on trafficking prevention;
- Support Social Policy Officer and Deputy Representative in developing and implementing a strategy to contribute effectively to social policy reform at federal, regional and municipal levels;
- Participate and support UNICEF missions to the regions to assess and monitor protection activities;
- Prepare briefing notes, reports and presentations on UNICEF\'s protection objectives and activities;
- Prepare English language summaries of relevant reports, search and documentation to support all the above activities.
Requirements:
Essential
- Have advanced university degree and professional background in law or social sciences;
- Be familiar with international and Russian regulatory mechanisms in the area of child rights protection;
- Have experience of working in Russia, with national government agencies and NGOs;
- Have professional experience on child protection issues including de-institutionalization, trafficking, violence against women and children;
- Be fluently bi-lingual in Russian and English (both written and spoken) with excellent writing skills in English;
- Have proven facilitation and training skills
- Ability to travel in the Russian Federation if and when required to be able to participate in UNICEF\'/Government joint mission to Russia\'s regions;
- Be available to work on days required on short notice and to deliver under time pressure.
Desirable
- Be familiar with UNICEF mandate, ideally previous experience of working with UNICEF;
- Familiarity with the goals and procedures of international organizations (UN system, the World Bank, major NGOs, and current and future potential additional donors).
