ОписаниеOBJECTIVES OF THE PROGRAMME :
The overall objective of the TB Control Programme is to reduce mortality, morbidity and transmission of the
disease so that it is no longer a threat to public health. The UN Millennium development goal calls to halt and
start reversing TB incidence by 2015. The global targets as endorsed by World Health Assembly are to achieve
50% reduction in TB mortality and TB prevalence by 2015. The World Health Organization is providing technical
support to the Russian Federation in planning, implementation, monitoring and evaluation of National
Tuberculosis Control Programme.
Description of duties:
Under the overall supervision of the Head of WHO Office in Russia, and with technical guidance from the WHO
TB Control Programme Coordinator in the Russian Federation, the incumbent will be responsible to:
1. Manage and evaluate development of the TB control programmes in all pilot territories supported by WHO in
the framework of ongoing health care reform with focus on integration of TB control into primary health care
service and cooperate with other territories in order to improve case detection and treatment success rate.
Monitor and supervise implementation of DOTS-Plus in projects for programmatic management of Multi-drug
resistant (MDR) TB within the Global Fund to Fight AIDS, TB and Malaria (GFATM) Project implementation.
2.Participate in further development and revision of national TB control strategy through the leadership of
selected Thematic Working Groups (TWGs) on MDR TB and TB in prison.
3. Liaise with the Federal Correctional Service to provide technical assistance with the implementation of the
revised TB control strategy.
4. Provide assistance with implementation of MDR TB management system through the completion of the plan
for programme expansion.
5. Work in collaboration with the Ministry of Health and Social Development and the Federal Correctional
Service in improving measures of infection control in TB facilities.
6. Provide technical support with implementation of revised TB control strategy through assistance to WB and
GFATM TB control projects, namely provision of technical assistance to Ural TB Research Institute and
appropriate territories of Ural supervision and implementation area.
7. Implement social support and incentive programme and DOT plan within pilot projects implementation in
order to propose recommendation to Ministry of Health and Social Development.
8. Provide progress reports on programme achievements and constraints to the WHO TB Control Programme Coordinator in the Russian Federation.
9. Implement recommendations of TB Cost-Effectiveness project in order to improve TB detection, treatment
success rate and organization of TB network in pilot territories.
10. Draft reports and develop publications as applicable and upon request.
11. Support operational research activities in cooperation with TB research institutes and international partners.
12. Develop Demonstration Training Centres for DOTS and DOTS- Plus expansion.
13. Perform other duties as required to support the effective overall work of WHO Country Office in the Russian
Federation, address other communicable diseases issues if necessary.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in medicine with post-graduate experience in public health and tuberculosis control.
Skills:
Essential:
Good knowledge and experience in tuberculosis control, DOTS and DOTS Plus and public health. Ability to take
part in coordination of projects, development of training activities. Effectively monitor, supervise, analyse data
and present results. The candidate should be hard-working, able to work independently without close
supervision and to deliver high-quality work on-time, and a good team player. Ability to work effectively with
policy-makers at federal and oblast level. Good oral and written communication skills. Good interpersonal and
computer skills.

Desirable:
Knowledge of planning, implementation and evaluation of projects and training programmes.
Experience:
Essential:
3 to 5 years of experience with development of public health programmes at the national level.
Desirable:
Training and practical experience in DOTS and TB control.
Experience in work with international organizations, including UN system would be an advantage.
Languages: Essential:
Excellent knowledge of Russian with working knowledge of English.

Additional Information:
* Salaries are payable in local currency converted at the prevailing United Nations rate of exchange in effect
during the month of payment.
