Îïèñàíèå | The position of the Programme Assistant comprises essentially of implementation support to a UNDP Program “Sustainable Reintegration and Recovery in the North Caucasus”. The Programme Assistant under the direct supervision of the Programme Officer and overall supervision of the Head of Unit performs the following duties:
Duties and Responsibilities:
- Assists Head of Unit and/or Programme Officer in general programme implementation and management and day-to-day liaison with project counterparts including operations and updating of project data.
- Monitors project budgets and financial expenditures and their conformity to the work-plan; processes direct payments and advance requests and prepares project budget revisions to be entered into ATLAS (UNDP corporate software system).
- Liaises with Project Implementation Mechanism (PIM) members in terms of day-to-day implementation of ATLAS system and programme realization as a whole.
- Is responsible for day-to-day programme correspondence, information sharing and filing ensuring that appropriate follow-up actions are taken.
- Assists in preparing evaluation reports, annual project reports, and updates projects files. Arranges annual tripartite reviews. Prepares minutes.
- Initiates the process of recruiting project personnel including arranging interviews and preparing all documentation for contract issuance. Arranges for the processing of government clearances, visa applications, travel arrangements, road and site permits for project personnel in cooperation with the Operations section.
- Collects and analyzes data, prepares and updates briefs, records and other documents on the NC Recovery programme status to be posted on the programme website, electronic filing and Power Point presentations.
- Assists in entering NC Recovery programme related data into RBM software.
- Assists in contacting potential donors and mobilizing resources for UNDP/UN System.
- Networks with the Country Office and project counterparts and engages in 5% self-learning programme to enhance professional capacity.
- Performs other duties as required.
The Programme Assistant will provide the following direct implementation support to the Head of Unit:
- Implements general technical administration of the Project in Moscow.
- Liaises with UNDP Administration Office on financial and administrative matters and ensures that all administrative and financial transactions are properly carried out according to the requirements of UNDP and donors. Assists the in producing narrative and financial reports; communicates with the donors and/or the HQ on the financial issues.
- Arranges appointments, places telephone calls and answers queries with discretion.
- Initiates correspondence, produces documents, drafts internal reports and minutes of meetings, provides inputs for publication materials and collects information related to the Project.
- Assists in the preparation of the monitoring visits to regions and project evaluations; renders logistic support.
- Performs other duties as required.
Qualifications:
- Secondary Education preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration would be desirable, but it is not a requirement.
- Good interpersonal and communications skills.
- Excellent networking and personal/social abilities; results oriented.
- Advanced user of all MS applications. Knowledge of the ATLAS system and/or other ERP system is an advantage.
- Good English and Russian writing skills.
- 2 to 3 years of relevant administrative or programme experience is required at the national or international level, preferably with the UN or other international organization.
