UNODC REGIONAL OFFICE FOR RUSSIA AND BELARUS
The UNODC - United Nations Office on Drugs and Crime
is a global leader in the fight against illicit drugs and international crime.
Established in 1997, UNODC consists of the Drug Programme
and the Crime Programme.
UNODC has approximately 500 staff members worldwide. Its headquarters are in
Vienna and it has 21 field offices
as well as liaison offices in New York.
UNODC opened its regional office for the Russian Federation and
Belarus in July 1999. The decision to open an office in Moscow is designed to
support the commitment of the Government in responding to the challenges posed
by drugs and crime. The UNODC Regional Office for Russia and Belarus (RORB) is
working actively to raise awareness of dangers of drug abuse and to strengthen
action against drug production, trafficking and drug-related crimes. RORB
focuses and enhances its capacity to address crime and violence in the region
where organized crime and terrorism are expanding, bringing with them
destruction, intimidation and corruption.
Ongoing Projects
Diversification of HIV Prevention and Drug Treatment Services for Drug Users
in Belarus, Moldova, the Russian Federation and Ukraine The project aims
at the improvement of a range of effective HIV prevention and drug treatment
services accessible to injecting and other drug users in the four countries. An
emphasis is made on a combination of outreach, low-threshold, out-patient and
in-patient provision of HIV/AIDS prevention education, access to condoms and
clean injecting equipment, counseling, detoxification, treatment and
rehabilitation. The project supports the replication of existing successful
initiatives in the region and the development of linkages between various
services to meet the other health and social needs of drug users.

Preparatory assistance for diversification of HIV prevention and drug
treatment services for drug users in Belarus, Moldova, the Russian Federation
and Ukraine This effort is the basis for the development of a bigger
regional project for the improvement of the range of effective HIV prevention
and drug treatment services accessible to injecting and other drug users in the
four countries.

Drug demand reduction and HIV prevention among intravenous drug users (IDUs)
in the Moscow region The project increases the availability and
accessibility of counseling and treatment for injecting drug users in the city
of Mytischi, Moscow region, to decrease the incidence of HIV infections among
injecting drug users and to increase UNODC's technical capacities for HIV
prevention among injecting drug users.

Global Initiative on Primary Prevention of Substance Abuse The
UNODC/WHO Global Initiative on Primary Prevention of Substance Abuse mobilizes
communities to prevent substance abuse among young people and documents the
process to identify and disseminate best practices. The project aims to prevent
the use and abuse of all psychoactive substances, including tobacco, alcohol,
licit and illicit drugs.

Improvement of professional skills of law enforcement officers from CIS
Members States in drug law enforcement and combating of organized
crime The project provides assistance for upgrading facilities and
training programmes for law enforcement officers from Russia and other Community
of Independent States (CIS) Member States involved in the investigation of
drug-related and organized crime. The project is based at the international
inter-agency training center of the Russian Ministry of Internal Affairs and
involves application of modern training methodologies and the use of
international experts.
