International Labour Organization

"The primary goal of the ILO today is to promote opportunities for women and
men to obtain decent and productive work, in conditions of freedom, equity, security and human
dignity."
- ILO Director-General Juan Somavia

The International Labour Organization (ILO) is a UN specialized agency which seeks the promotion of social justice and internationally recognized human and labour rights. The ILO was founded in 1919 and became the first specialized agency of the United Nations in 1946.

The ILO Subregional Director for Eastern Europe and Central Asia is Elaine Fultz (since June 2007).

The ILO has four principle strategic objectives:

  • to promote and realize standards and fundamental principles and rights at work;
  • to create greater opportunities for women and men to secure decent employment;
  • to enhance the coverage and effectiveness of social protection for all;
  • to strengthen tripartism and social dialogue.

These objectives are realized in a number of ways:

  • formulation of international policies and programmes to promote basic human rights, improve working and living conditions, and enhance employment opportunities;
  • creation of international labour standards in the form of Conventions and Recommendations; backed by a unique system to supervise their application;
  • an extensive programme of international technical cooperation;
  • training, education, research, and publishing activities to help advance all of these efforts.

The ILO has a unique tripartite structure unique in the United Nations, in which employers and workers’ representatives – the “social partners” of the economy – have an equal voice with those of governments in shaping its policies and programmes. The ILO also encourages this tripartism within its member States by promoting a "social dialogue" between trade unions and employers in the formulation and implementation of national policy on social, economic and many other issues.

ILO Headquarters are located in Geneva, Switzerland. ILO Director-General – Juan Somavia (since March 1999).

The ILO Subregional Office for Eastern Europe and Central Asia has worked in Moscow since 1959. The Office coordinates ILO activities in ten countries – Russian Federation, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

Our work focuses primarily on: promoting Decent Work Country Programmes in the subregion; development of social dialogue; social protection; employment development; occupational safety and health; gender equality in the world of work; HIV/AIDS at the workplace; elimination of child labour and others.

Priorities for the cooperation with the Russian Federation for 2006-2009 were formulated in the Programme of Cooperation signed in Geneva in June 2006.
