The Humanitarian Coordination Group is made up of all
UN agencies active in humanitarian relief in the North Caucasus. At present,
this includes: FAO, UNDP, UNESCO, UNHCR, UNICEF, WFP, WHO and OCHA.
Humanitarian Coordination Group meetings are chaired by the UN
Humanitarian Coordinator and are held every other week, with additional
unscheduled meetings called if needed. In attendance are heads of offices in
Moscow, agency emergency programme coordinators and when possible field
representatives.
The Humanitarian Coordination Group is responsible for broad
issues in humanitarian coordination, frequently including policy decisions.
Every meeting begins with an update from the Deputy Humanitarian Coordinator
on the humanitarian situation and new developments. Policy issues are discussed
and decisions taken regarding UN reaction to situations as they arise. Preparations
for the Consolidated
Appeal Process (CAP) and accompanying documents are made in the Humanitarian
Coordination Group meeting and the group discusses the CAP as well as the CAP
mid-year review at every stage. The HCG also deals with planning/preparation
for visits of donors or UN delegations as required. In short, any topic related
to humanitarian affairs in the North Caucasus that requires the attention of
the UN as a whole is aired first and foremost in the Humanitarian Coordination
Group meetings.
