BACKGROUND/RESPONSIBILITIES:

The project TDRUSJ17 “Scaling-up and improving access to effective HIV prevention and care programs among injecting drug users and in prisons of the Russian Federation” is executed under the Memorandum of Understanding signed between the Ministry of Health and Social Development of the Russian Federation and UNAIDS on cooperation in the framework of the program “Coordination in action”. The overall goal of the project is to foster institutional commitment at the federal and oblast levels to prevent the transmission of HIV by planning, developing and implementing comprehensive, integrated, effective and sustainable HIV/AIDS prevention and care programmes for injecting drug users, sex-workers and prisoners. Besides, at the regional (oblast, municipal) level the project contributes to the broadening the scope of services for vulnerable HIV positive injecting drug users and prison inmates. The project closing date is 31 December 2011 and it was agreed with the Donor (the Netherlands) that the final evaluation report would be submitted until 1 May, 2012. The independent final project evaluation is initiated by the UNODC Office for the Russian Federation under overall supervision of UNODC HIV/AIDS Unit and Independent Evaluation Unit. The purpose of the evaluation is to derive recommendations, best practices and lessons learned from measuring the achievements, outcomes and impact (both positive and negative) produced by the project, and to be used to fit into decision-making processes for continuation of HIV and drugs projects’ portfolio in the Russian Federation. Given the scope of the project, the evaluation team should consist of independent experts: 1 Team Leader/Senior Evaluation expert; 1 Researcher and 1 Evaluation Assistant.

The Team Leader/Senior Evaluation Expert will have the following responsibilities:

 Works closely with a researcher to develop evaluation methodology and instruments and manages the team throughout the process to ensure that all aspects of the terms of reference are fulfilled;

 Oversees the finalization of the evaluation methodology, in compliance with the evaluation norms and standards of the United Nations Evaluation Group (UNEG);

 Facilitates discussion among the team members on the findings, conclusions and recommendations;

 Carries desk review of the project documents;

 Conducts interviews, focus groups and oversees implementation of the surveys, if applicable;

 Contributes to production of inception and final evaluation report;

 Facilitates the feedback session at the end of the field mission and received comments from the different stakeholders

 Finalizes the draft evaluation report, with the input received from different team members;

 Produces the final report, incorporating relevant comments from stakeholders, and presents it at a stakeholder workshop.

 Produces a summary of evaluations for HIV prevention and care projects among Inject Drug Users and in prisons funded by the Netherlands Ministry of Health, Welfare and Sport in Russia, Participates in debriefing meetings; in the meetings with core-learning partnerships and presentation of evaluation findings.

QUALIFICATIONS:

Advanced university degree or equivalent background in social sciences or other relevant disciplines, with specialized training in areas such as evaluation, social statistics, advanced statistical research and analysis and project/program management, 8-10 years experience in designing and managing and monitoring program/project evaluations, including HIV/AIDS prevention, care and support programs; Previous experience in conducting evaluations in the Russian Federation or the CIS countries. Familiarity with HIV/AIDS epidemic in the RF, relevant policy and legal framework. Managerial skills such as setting standards and monitoring work, management of human and financial resources, team leadership, strategic and global thinking, foresight and problem solving. Personal skills: team work and cooperation, capability to bring together diverse stakeholders; communication; strong drafting skills; analytical skills; negotiation skills.

Fluency in English and excellent communication and report writing skills, a good command of Russian.
