OBJECTIVES OF THE PROGRAMME :

The overall objective of the TB Control Programme is to reduce mortality, morbidity and transmission of the disease so that it is no longer a threat to public health. The UN Millennium development goal calls to halt and start reversing TB incidence by 2015. The global targets as endorsed by World Health Assembly are to achieve 50% reduction in TB mortality and TB prevalence by 2015. The World Health Organization is providing technical support to the Russian Federation in planning, implementation, monitoring and evaluation of National Tuberculosis Control Programme.

Description of duties:

Provide technical assistance in expansion of DOTS and DOTS Plus activities in Russia:

1. Provide technical assistance in implementation of the TB control activities in accordance with WHO standards on regional and federal levels;

2. Provide technical assistance in expansion of DOTS and DOTS Plus activities on federal and regional levels in Russia within the framework of the GFATM and WB projects in Russia;

3. Provide technical support to monitoring and supervision process on federal and regional levels within the WB and GFATM projects.

4. Collect and analyze TB epidemiological and structural data from federal and regional levels;

5. Provide technical support to the WHO TB coordination offices at five federal research institutes in order to coordinate their activities within framework of the WB and GFATM project activities;

6. Make proposals, based on operational research, on how to improve principal aspects of TB control in Russia in the framework of ongoing health care reform with focus on integration of TB control into the primary health care service;

7. Prepare activities and technical reports.

8. Perform other duties as required to support the effective overall work of WHO Country Office in the Russian Federation, address other communicable diseases issues if necessary.

REQUIRED QUALIFICATIONS

Education:

Essential: University Degree in Medicine.

Desirable: Post graduate training in Public Health and/or TB Control.

Skills:

Functional skills and knowledge:

• Knowledge of TB control in Russia and WHO recommendations for TB Control;

• Ability to work effectively with policy-makers at federal and oblast level;

• Ability to work in a team and keep time-lines;

• Good communication, organizational and supervisory skills.

• Good computer skills.

Competencies:

Experience:

Essential: At least 3 years relevant experience.

Desirable: UN or WHO experience.

Languages:

Excellent knowledge of Russian and working knowledge of English.
