OBJECTIVES OF THE PROGRAMME :
Strengthening technical cooperation and coordination support within the health sector for the implementation of WHO programmes and projects in the Russian Federation.
Description of duties:
Under the guidance and supervision of the Head of WHO Country Office in the Russian Federation, the incumbent performs the following duties:
• Oversees, coordinates and supervises the work of the administrative unit of the WHO Office, Moscow. Supports the Head of WHO Country Office in the proper and full execution of all aspects of delegation of authority. Assists in the preparation of and checks cost estimates of all activities, project proposals etc. Checks and approves all local payments, acts as co-signatory of all vouchers and payment instructions to the bank. Supervises the preparation of and ensures the timely dispatch of imprest account to BFI/EURO. Controls the preparation and proper maintenance of accounting records as per WHO financial rules and regulations.
• Supervises and controls the work relating to all procurement activities of the WHO Country Office and its projects and organizes and monitors proper inventory of all equipment. Assists the Head of WHO Country Office in recruitment of staff for all projects, conducts interviews and participates in selection committees when appropriate. Provides administrative and financial briefing for staff, visitors and consultants.
• Makes local administrative arrangements for WHO meetings, workshops and seminars. Takes responsibility for incoming and outgoing correspondence and pouches.
• Oversees the state of all ICT equipment and arranges for maintenance and purchases according to WHO rules and regulations.
• Assembles, compiles information and other data and prepares notes for the Head of WHO Country Office meetings with UN agencies and Government officials, participates in meetings when required and prepares/edits reports for Head of WHO Country Office review. Assists in the regular maintenance of interagency coordination through regular meetings.
• Assists in the preparation of project proposals, implementation plans, compiles data and prepares reports and correspondence.
• Monitors all aspects of the financial implementation of Biennial Collaborative Agreement activities for the Russian Federation and takes action as necessary. Prepares and signs correspondence relating to all of the above duties as required.
• Designs and keeps up-to-date the registry of all health sector projects in the Russian Federation in consultation with other players involved in the field of health.
• Designs and keeps up-to-date the list of WHO Collaborating Centres in the Russian Federation.
Achievement activities include:
• Provide support on all aspects of programme delivery to the Head of Office.
• Draft project documents focusing inter alia on budgetary estimates, human resources requirements, etc.
• Provide authoritative advice to staff on financial, procurement, HR and logistical rules and regulations.
• Regular training courses held to ensure staff are fully conversant with the WHO results-based business models, results-based terminology and hierarchies of results and are proficient in the use of the management information systems.
• Perform administrative tasks supporting hiring of short-term and support staff.
• Coordinate with national authorities on staff related administrative matters.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public or business administration or a related field.
Desirable: MBA or MPA degree. Training in project management.
Skills:
Essential:
• Excellent knowledge of office administration and procedures, and very good knowledge of administrative and financial rules and procedures of WHO or of the UN system.
• Good supervisory and communication skills and analytical skills combined with computer literacy.
• Ability to draft reports and other documents in a precise and concise manner.
• Ability to brief and train staff at all levels.
• Tact and courtesy are essential.

Experience:
Essential: Extensive experience in general administration, finance or accounts areas. At least five years experience of which at least three at the international level in office management and general administration.
Desirable: Experience in accounting and logistics/management. Work experience within WHO or the UN.
Languages:
Essential: Excellent knowledge of English and a good working knowledge of Russian.
Desirable: Knowledge of French or German.
Annual salary: (Net of tax)
USD 43,662 at single rate
US 46,549 with primary dependants
Post Adjustment: 76.0 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
