Under the guidance and direct supervision of Administrative Assistant and overall supervision of the Representative, the incumbent will provide a variety of tasks in support of the functioning of the UNODC Moscow Office:
• Provide reliable and safe driving services to UNODC Representative, authorized personnel, high-ranking officials and visitors, driving of office vehicles in Moscow or other parts of Russia when required. Apply and share knowledge of driving regulations, safety requirements, traffic conditions and most desirable routes to minimize travel time. Assist passengers in entering or leaving the office vehicle; load and unload baggage, parcels, documents, goods or supplies.
• Ensure proper use and day-to-day maintenance of office vehicles through timely minor repairs, arrangements for major repairs, timely checks of oils, water, battery, tyres, brakes, car washing, etc. Keep daily vehicle logs and maintenance records (in particular, daily mileage, gas consumption, oil changes, greasing, etc.);
• Meet official personnel at the airport, facilitate immigration and customs formalities as required.
• Collect and deliver mail, pouches and other communications from and to the post office, government agencies and other institutions; make minor purchases and collect urgently required goods from local suppliers on demand. Process customs clearance of goods including follow up with customs authorities, local authorities and technical and administrative staff. Collect goods from customs with due regard to routine customs regulations and formalities; make or collect payment for goods if required.
• Collect office cash from the bank;
• Arrange UNODC car insurance and registration;
• Ensure availability of all the required documents/supplies including vehicle insurance, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle;
• While in the office, serve as back up to administrative personnel when required, including administration of small portions of cash advances from FO petty cash with preparation of the report for the advance spent by the driver for the office needs; liaison and coordination with local authorities (road police, relevant security guards) to facilitate smooth running of vehicle movements, obtaining parking permissions in Moscow and the Moscow region. Assist with office maintenance, i.e. fixings or minor repairs about the office when needed; printing and scanning of documents, operate office equipment such as copy machine and binder, replenishment of photocopy, logistics in connection with meetings and other events, i.e. timely delivery of necessary equipment, publications, etc to the venue. Respond and act on routine telephone calls in connection with such tasks, and bring matters to attention of relevant staff members as appropriate. Assist Administrative Assistant in the area of maintaining driver’s log books, and management of inventory when needed. Assist Administrative Assistant in local and international procurement of office supplies and vehicle equipment through searching and obtaining information via Internet or from local suppliers.
• Take suitable precautions for the security of the office vehicle and its contents when left unattended. Ensure that the office vehicle is properly kept (in the garage or at the safe parking place) during non-working hours.
• Ensure that all rules, regulations and local requirements are adhered to in the event of involvement in an accident.
• Perform other duties as required.
Requirements:
• Secondary education;
• Minimum 5 years of work experience as a driver with a safe driving record; valid driver’s license;
• Thorough knowledge of the local driving context (Moscow and Moscow Region), driving rules and regulations;
• Mechanical skills for minor repairs;
• Working knowledge of English;
• First Aid training (desirable);
• Some knowledge and experience of application of PC software technologies, as well as in the use of photocopiers and printers;
• A client oriented approach, courtesy, tact, discretion and integrity, sense of responsibility, knowledge of protocol and security issues, ability to work under pressure;
• Ability to work with people of different national and cultural backgrounds.
