General Provisions:

The UNODC Programme of Cooperation, 2008-2012, focuses on meeting the country’s request in countering drug trafficking and crime. The UNODC Regional Office for Russia and Belarus (RORB) strategy for its work with the Russian Federation and the Republic of Belarus is in line with the spirit and approaches laid down for UNODC as a whole and as highlighted in the “Strategy for the Period 2008-2011 for the United Nations Office on Drugs and Crime”, the strategic and operational guidelines highlighted in the “Towards Security and Justice for All”, the UNODC “Menu of Services”, Thematic Programme Frameworks, the Paris Pact initiative, and CARICC.

The UNODC operations in Russia and Belarus are led by four overarching objectives and opts for targeted interventions, advisory services, capacity building, spearheading innovative approaches and coordination to multiply impact through partnerships with local and international stakeholders. The UNODC Programme of Cooperation addresses drug law enforcement, countering general, serious, and organized crime, corruption and terrorism, drug abuse and HIV/AIDS prevention, and regional cooperation to combat illicit drug trafficking.

Summary of key functions:

Under the direct supervision of the Representative of the UNODC RORB and/or his designated official, the Criminal Justice Officer will be responsible for the Criminal Justice programme planning, coordination, monitoring and supervision of national criminal justice and crime prevention policies and strategies and will identify and prioritize areas for UNODC strategic intervention in the related area. The incumbent will analyze the impact of UNODC Criminal Justice programme implementation and ensure that implementation is carried out in a cost effective manner in accordance with the Operational Policy Guidelines of UNODC.

The Criminal Justice Officer will, in particular:

1. Contribute to formulation and development of the strategic direction of the UNODC Criminal Justice Programme focusing on achievement of the following results:

• Through analysis of the political, social and economic situation in the country pertaining to the related field;

• Identification of strategic programme areas of cooperation;

• Operationalization of the UNODC Criminal Justice Programme in collaboration with the main partners and other UN agencies. Identification of possibilities for joint programming;

• Analysis and presentation of UNODC criminal justice policies, especially in regard to the UNODC Country Programmes for the Russian Federation and the Republic of Belarus.

2. Organize and implement a variety of UNODC RORB Criminal Justice Programme activities focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

• Design and formulation of the RORB Criminal Justice programme within the area of responsibility, translating UNODC priorities into local interventions. Coordination of programme implementation within executing agencies;

• Strategic oversight of planning, budgeting, implementing and monitoring of the Programme;

• Effective monitoring, measuring the impact of the RORB Criminal Justice Programme and evaluation;

• Prepares regular project reports on activities, outputs and outcomes. Preparation of donor reports.

3. Provide inputs to ensure provision of advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

• Identification and synthesis of best practices and lessons learned directly linked to Programme country policy goals;

• Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;

• Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners;

• Support the capacity building process for national governmental and non-governmental institutions in the criminal justice area.

Competencies:

• Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to crime, drug and/or terrorism control and prevention issues. Knowledge of policies and practices in international drug control, as well as the mandates of the United Nations Office on Drug Control and Crime Prevention. Knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Ability to identify and contribute to the solution of problems/issues. Knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Qualifications

• Advanced university degree in law, criminology, political sciences, international relations, or other related academic background; specialization in criminal issues is an asset;

• Relevant experience at national and/or international level in the field of crime control and international development cooperation; expertise in combating transnational organized crime and related issues (e.g. trafficking in human beings, smuggling of migrants, etc); familiarity with technical assistance delivery and multilateral cooperation in crime prevention maters as well as experience in servicing intergovernmental bodies desirable;

• Fluency in English, with excellent drafting skills, is essential; knowledge of other official United Nations languages is an advantage.
