Responsibilities:
20%: Contribute to the preparation of programme documents and reports by providing relevant information, preparing tables, Power Point presentations and drafting, editing/formatting selected sections. Prepares background material and working papers for briefing and review sessions and for use in discussions and programmatic meetings and keeps records for follow up. If necessary translate short documents. Produces periodic and ad-hoc financial reports for the office, HQ or donors.
20%: Provide support, training and guidance to counterparts in the formulation of cash/supply assistance requests, budgeting and financial/technical reporting. Ensures that CAG package is consistently used. Verifies accuracy and completeness of project documentation submitted by counterparts.
15%: Input and maintain programme-related data in PROMS (UNICEF’s Planning/Financial system), e.g. create inputs, draft/finalize requisitions, ensuring consistency in using PIDB and GL coding, monitor PBAs. Finalize and follow up payments, certifying adequacy of supporting documents.
10%: Assist the PO to maintain continuous and effective liaison with governmental and non-governmental organizations for coordination of programme issues and activities. Advises counterparts on administrative queries. May be required to undertake field visits and produce standard situation reports on programme developments.
10%: Provide logistical support to the organization and implementation of programmatic events including counterpart and staff travel and venue arrangements, and related contracts.
10%: Prepares requests for goods and services on the basis of properly documented government and partners’ requests. Reviews supplies assistance requests, verifies them for compliance with cooperation agreements’ conditions and budgets. Ensure that ad-hoc partner requests comply with objectives of activities proposed in annual work plan (AWP) and highlight discrepancies to supervisor.
10%: Review financial and narrative reports provided by partners and highlight areas of discrepancy with agreed plan of project implementation.
5%: Maintains programme files and contact details database. Monitor age of documentation for it to be sent to archives according to established guidelines. Perform other duties as these may be required.
Requirements:
•Technical or university courses in financial monitoring, economics and/or social sciences.
•Five years of progressively responsible from clerical to administrative work related to programmes management support.
•Good English, fluent Russian.

•Good organization skills and ability to work on a wide range of issues, manage time and prioritise well
•Good communication (oral and written) skills in Russian.
•Background / experience, high comfort levels and demonstrated attention to detail in administrative/ financial/ budgeting work
•Tact, initiative, good judgment and integrity in dealing with counterparts.
•Ability to draft clear and succinct routine correspondence.
•Knowledge of computer applications such as Word, Excel and Power Point.
