BACKGROUND

The HIV epidemic in the region of Eastern Europe and Central Asia continues to grow. In 2007 an estimated 150 000 people were newly infected with HIV bringing the number living with HIV in the region to 1.6 million. This represents a 150% increase since 2001 (UNAIDS 2007, epidemic update). Of the new cases reported in 2006, nearly two thirds were attributed to injecting drug use. The focus on prevention and key populations of higher risk remains central to the regional response.

Accelerating universal access to prevention features prominently in the agenda of the forthcoming Eastern Europe and Central Asia Aids Conference in early May 2008 (ECCAC). The organisers emphasise the need for robust prevention programmes, especially those targeting key populations such as injecting drug users, men who have sex with men, commercial sex workers, women and young people.

The UNAIDS Secretariat is a member of the conference planning committee for the forthcoming ECCAC. This Forum requested UNAIDS to: 1) map and document the main prevention programmes and initiatives in the CIS region and 2) consider in more detail the coverage of prevention programmes funded by the Global Fund in the CIS region alongside available outcome data.

This initiative was discussed with the senior officials responsible for HIV/AIDS response in the country and it was agreed that the conference will benefit from preparatory work which focuses on the prevention response across the CIS region.

OBJECTIVES

The overall objective is to map key prevention interventions targeted at selected key populations at higher risk (CSWs, IDUs and MSMs) in the CIS region.

The exercise will cover programmes and initiatives funded by national governments and regional authorities, Global Health Partnerships, including the Global Fund, UN Agencies, Multilateral Agencies, including the World Bank, Bilateral organisations, including USAID, other development partners, such as the ADB, and international NGOs and Foundations.

This mapping exercise will be expanded to provide a more comprehensive review of the prevention elements of Global Fund programs in the CIS region - their coverage, outcomes and early impact.

SCOPE OF WORK

In consultation with the UNAIDS Regional Support Team, the consultant will define: the type of information to be requested from the UNAIDS Country offices and; the questionnaire to be distributed between the parties involved in prevention activities.

The next stage will be for the consultants to undertake an initial web-based literature search to determine the scope and extend of available documentation to inform the mapping exercise. This will be collated with the information made available from the UNAIDS country offices.

With the regards to the Global Fund, the UNAIDS Regional Team would liaise directly with the regional team of the GFATM to agree the scope of work and introduce the consultants and secure co-operation. There is no expectation that the consultant will contact individual country CCMs and Principle Recipients, rather the required information beyond the Global Fund website will be made available directly by the Global Fund or through UNAIDS country offices and Joint UN teams on AIDS, where appropriate.

Following agreement of the UNAIDS Regional Support Team the consultants will undertake a detailed information search to implement the agreed methodology and fill the identified information gaps. This might involve key informants interviews.

The consultants will analyse the data gained and prepare a report to cover the major findings along the format agreed with the UNAIDS Regional Support Team and the Global Fund team. They will also prepare key slides for the presentation to be delivered at the Regional conference.

METHODOLOGY

The overall methodology for this piece of work will be desk based and rely on the following research methods:

-Collecting and analysing information from the Regional and country offices

-Collecting and analysing information generated from web search

-Collecting and analysing questionnaire based responses from main funders of the prevention activities

-Telephone interviews with key informants as required

The task will be carried out in close collaboration with UNAIDS offices and appointed Global Fund representatives.

EXPERTS PROFILE

The task will require a team of two senior specialists who collectively:

-have knowledge and experience of working with UNAIDS both globally and at the regional level

-specialist knowledge of HIV epidemic and prevention responses

-strong track record of work in the region at all levels and with the wide variety of stakeholders

-English and Russian language skills

The technical specialists will be joined by an experienced researcher and limited administrative support.

DURATION

The assignment should start not later than 03 March 2008 and be completed by 21 April 2008.

DELIVERABLES

The following outputs are required:

1.Working document describing in detail the type and format of information to be requested from the UNAIDS Country offices and the Global; draft questionnaire to be distributed between the parties involved in prevention activities – by 14 March 2008

2.Draft narrative report – by 7 April 2008

3.Final report and set of slides (in English and Russian) for presentation at the EECAAC – by 21 April 2008
