- Media executives from Russia, Ukraine, and other countries of the Commonwealth of Independent States (CIS) have committed to fight HIV/AIDS in their countries, many of which are experiencing some of the fastest-growing epidemics in the world. Meeting on 27 October at the first-ever Eurasia Media Leaders Summit on HIV/AIDS in Moscow, media leaders committed to using the power of mass media to help turn the tide of AIDS.

- On 17 September 2004, the United Nations Office in the Russian Federation and the Administration of Tver Oblast signed a Memorandum of Understanding. The Memorandum foresees cooperation in working out a concept of social and economic development of the region, drafting key policy-setting laws, and implementing pilot projects aimed at formulating and testing concrete approaches to poverty reduction in the region on the basis of international knowledge and best practices.
