Organizational Setting and Reporting Relationships:
Under the overall guidance and direct supervision of UNODC PORUS Head of Office, the HR Associate provides leadership in execution of the full range of HR services in the field office (FO) ensuring their effectiveness, transparency and integrity.
The HR Associate works in cooperation with UNDP HR Analyst and/or UNDP Operations Manager and UNODC HQ HRMS Section for resolving complex HR-related issues and exchange of information. The HR Associate works in close collaboration with the operations, programme and project teams in UNODC PORUS and relevant section at UNODC.
The HR Associate might be requested to replace other staff in the Administrative Section during his/her absence within his/her competencies and qualifications.
The work does not typically require supervision of staff, although incumbent as designated by Head of Office may assign tasks to clerical staff, may review and supervise the work of more junior staff.
Responsibilities: within delegated authority, the HR Associate will be responsible for following duties:
Recruitment and placement
• Participates in the selection of candidates for secretarial, clerical and related categories positions, including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-list of candidates. Facilitates the selection and recruitment process in the capacity of Secretary ex officio for professional positions.
• Assists in the filling of posts, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching notification of selection and statement of emoluments.
• Prepares and coordinates entry tests for secretarial/clerical/trades and crafts/security positions, provides necessary assistance in preparation and administration of entry tests for professional positions.
• Assists in organizing and coordinating competitive recruitment examinations/interviews.
• Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements.
• Reviews and processes personnel actions through UNDP.
Administration of entitlements
• Reviews and processes data pertaining to conditions of service.
• Reviews and processes requests for entitlements and exceptions to the Staff Rules and Regulations concerning travel entitlements, currency of payment of emoluments.
• Monitors issues on conditions of service of staff and advises the supervisor of any developments.
Procurement of consultancy services, contracting individuals
• Provides assistance to project managers in preparing terms of reference for individual consultancy services.
• Organizes and administrates the recruitment process of consultants and individual service providers in compliance with the UN procedures, prepares supporting documents for contract issuance by UNDP (SSA, SCs).
• Jointly with a Project Manager monitors consultant’s performance and ensures certification of completed work for compliance with contractual terms by the respective Project Manager.
• Verifies correctness of invoices/financial reports and completeness of all supporting documents and forwards to Finance Service for payment.
Staff development and career support training
• Facilitates the performance appraisal process and maintains related data acting as Secretary of CRG.
• Participates in preparation of the office learning plan and individual learning plans in consultation with the Senior Management, UNODC Staff Development Unit.
• Assists in the organization and conduct of training courses and workshops.
Classification
• Assists in providing documentation and background materials relating to classification appeals.
• Provides advice and answers general queries on classification procedures and processes.

General
• Undertakes research on a range of HR related issues and prepares notes/reports.
• Conducts research on precedents, policy rulings and procedures.
• Prepares statistical reports on HR related issues.
• Assists in the preparation of information circulars for HR related issues.
• Conducts exit interviews for separating staff and assists him/her in preparation of separation package documents.
• Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of HR related correspondence and other communications; performs budget preparation inputs, sets up and maintains files/records (electronic and paper);
• Creates/updates information in web based management systems (FOSI, FOML), monitoring staff attendance via FO Leave Manager.
• Prepares written response to queries concerning HR related matters.
• Trains and provides supervision to new and lower-level staff in the unit.
• Performs other duties as assigned by Head of Office.

Qualifications
Education:
• Secondary Education with specialized certification in HR. University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement.
Experience:
• 5-7 years of progressively responsible administrative experience is required at the national or international level, several years of experience in human resources management, administrative services or related area.
• Experience in the usage of computers and office software package (MS Word, Excel etc.); experience in handling of web based management systems.
• Previous work for the United Nations is an asset. Knowledge of the work of the United Nations Office on Drugs and Crime is desirable.
Languages:
• Excellent written and spoken Russian and English language skills.
Other:
• Russian citizenship or residence and work permit in the Russian Federation.
