Background of the assignment

United Nations Office on Drug and Crime in the Russian Federation (UNODC CORUS) implements a project “Support to HIV/AIDS and Drug Abuse Prevention Programs”. The project aims to increase access of injecting drug users to HIV prevention and care services, including effective drug treatment and rehabilitation. One of the project objectives is to increase awareness of international best practices in the field of treatment and rehabilitation of drug abusers including HIV-positive IDUs through the series of master-classes for substance abuse, HIV, infectious disease, health, and social welfare professionals. The master classes will be an important contribution to promoting policy dialogue and informed decision making around the adoption by Russia of international best practices for HIV intervention among substance abusers.

In view of the above UNODC CORUS is seeking for the Consultant to conduct jointly with the national consultant two master-classes on Continuity of care for drug abusers including HIV-positive IDUs.

Purpose of the consultancy

1. The purpose of the consultancy is to conduct jointly with a national consultant two 2-days master-classes on Continuity of Care for Drug Abusers including HIV-positive IDUs, which will be focused on different levels of drug abuse services: inpatient, outpatient treatment, rehabilitation, case management, etc.

2. Preparation of presentations and training materials/handouts; contribution to the development of the program of master-classes;

3. Preparation of the Final Report based on the results of two master-classes that include analysis of discussed issues on improvement of continuity of care for drug abusers including HIV-positive IDUs.

Tasks to be performed by the consultant

In collaboration with UNODC Project Coordinator and the national expert should:

• Develop training materials (presentations, handouts) in English for two 2-days master-classes on Continuity of Care for Drug Abusers including HIV-positive IDUs.

• Participate in development of the detailed program of master-classes in collaboration with UNODC Project Coordinator and the national expert;

• Conduct jointly with national expert two master-classes;

• Prepare a Final Report based on the results of two master-classes.

Place and time of work

Preparation stage: on original location of the consultant. The master-classes are planned to be held in Moscow: 16-17 of November 2010; 18-19 November 2010. It is planned that the consultant will be involved in these events during 14 working days maximum; for conducting these events during 4 working days and also 2 working days for summary and preparation of the Final Report.

Minimum Qualifications

Education:

• Post-graduate degree in addiction, public health, medicine, psychology and/ or related social science fields.

Experience:

• At least 7 years experience working as a senior professional in the field of drug abuse treatment and drug free rehabilitation;

• Teaching/ training experience in the drug abuse treatment and rehabilitation thematic area;

• Experience of developing drug/HIV treatment and rehabilitation prevention policies is desirable.

Workload and remuneration

UNODC CORUS will request UNDP to issue an agreement to a successful candidate for a period not exceeding 20 working days. The daily fee will be established basing on candidate’s competency profile as per the applicable UN regulations and remuneration policy for the external consultants.

The UNODC office will cover:

- Round-trip ticket in Economy class from the city of origin of the contractor to Moscow;

- Daily subsistence allowance according to the UN rates.
