Under the guidance and direct supervision of the Head of the Sustainable Livelihoods and Economic Development Projects Unit, the Project Manager is responsible for management of the UNDP project “Russia as an emerging donor. Strategic research, advisory services and training to support creation of the national agency/mechanism for international development assistance”.
Following the commitments taken in the G8 Summit in St. Petersburg in 2006, the Russian Government elaborated and approved the Concept of participation of the Russian Federation in international development assistance and the Plan of measures ensuring Russia’s participation in the international development assistance. The documents mandate the federal Ministries and bodies to undertake a set of preparatory activities such as development of legislation, elaboration of the effectiveness criteria of the Official Development Assistance (ODA), monitoring and evaluation mechanisms and development of concrete proposals for the ODA projects.
The project is aimed at the provision of advisory services to the government institutions, NGO and donor communities involved in the development and implementation of the development assistance programs. UNDP is well positioned to provide assistance to emerging donors in the application of the ODA funds. The project focuses on assistance in positioning Russia internally and globally as an emerging donor, linking Russia’s ODA system to the global ODA market, development of the appropriate mechanisms for channeling Russia’s development assistance. It is expected that by the end of the project a full-fledged multi-year ODA assistance project with the Russian Government will be developed and launched.
The Project Manager analyzes political, social and economic trends and leads formulation, management and evaluation of project activities, provides expertise services. The Project Manager supervises and leads project support staff and coordinates activities of the projects professional staff/consultants. The Project Manager works in close collaboration with the operations and programme teams in the Country office, programme staff in other UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors, business community and civil society organizations ensuring successful UNDP project implementation.
Summary of Key Functions:* Implementation of project strategies as outlined in the project document and in line with the Country Office Programme strategy.
* Management of the UNDP project.
* Creation of strategic partnerships and implementation of the resource mobilization strategy.
* Provision of top quality expert services to the government institutions as well as facilitation of knowledge building and management.
1. Implementation of project strategies focusing on the achievement of the following results:
- Achievement of project outputs; organising project activities according to the project’s Results and Resources Framework
- Monitoring and analysis of the political, social and economic situation in the country affecting the project; further development of the project strategy in response to the changing project environment in consultation with UNDP
- Leading the project team
- Provision of professional opinions and advisory services, such as assessments, analyses and recommendations to UNDP, Russian Government institutions and other stakeholders on Official Development Assistance
- Effective application of RBM tools; establishment of management targets (BSC), project milestones and monitoring achievement of results; risk management and ensuring sustainability of project results
- Coordination of project implementation with the executing agency and implementing partners; cooperation with government representatives, bi-lateral and multi-lateral donors in order to discuss methods for implementing the project, problems that arise and trends, associated with the project
- Support and facilitate the work of the project board
2. Effective project management within the framework of UNDP’s Country Programme Strategy aimed at achieving the following results:
- Development and set up of project business processes
- Proper operational, financial and administrative management of the project and adherence to all UNDP rules and procedures. Appropriate and up-to-date project inventory (asset management) and filling system, including personnel records; project personnel management and proper procurement of goods/services
- Development of Terms of Reference for project personnel, consultants and contractors; coordination of and participation in recruitment processes for project
- Financial and substantive monitoring of the project, identification of operational and financial problems, development of solutions
- Determination and preparation of required project revisions; and budget re-phasing exercises, closure of the project; functions of Manager Level 1 in Atlas for approval of purchase orders and vouchers
- Support to project audits and evaluations in accordance with UNDP policies and procedures; follow up on recommendations; all explanations for deviation from UNDP rules are timely reported
- Regularly report to UNDP and the project board; aggregate reports to the Country Office and the Government are regularly prepared on activities, outputs and outcomes; prepare donor reports
3. Creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Country Office staff focusing on the achievement of the following results:
- Development of ODA partnerships and networks with other UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector and civil society organizations
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new project activities, active contribution to the overall office effort in resource mobilization
- Maintenance of dialogue with government officials, NGOs, partners, donors and business community to provide knowledge and understanding, ensuring an accurate interpretation of the project’s mission
- Engaging with mass media, preparation and distribution of information about the project; development of the project web-site and distribution of project related information.
- Facilitation of public-private partnerships on ODA issues
- Mobilisation of tangible and intangible resources of specific government sectors in the interests of the project
4. Provision of top quality research/expertise services and facilitation of knowledge building and management focusing on achievement of the following results:
- Identification and synthesis of best practices and lessons learnt directly linked to project goals
- Planning and organization of training events and seminars directly linked to project goals.
- Organization of trainings for the project staff if and when need be.

Education: University advanced degrees in International Affairs, Economics, Social or Political Sciences, Public Administration or related discipline.Experience: Minimum 10 years of progressive work experience, preferably with the UN or other international organizations. Proven multi-year experience of working on technical and humanitarian assistance issues in a bi-lateral or multi-lateral organization.
Language Requirements: Fluency in English and Russian; Knowledge of technical terminology for economics, management and relevant development sectors; Advanced PC user.
