General Provisions:

Since its establishment in 1991 UNODC has been coordinating illicit drug control strategies on a global level. The organization is entrusted with the responsibility for coordinating and providing effective leadership for all United Nations drug control activities. UNODC’s main priorities are governed by the various United Nations Drug Control Conventions and the 1998 UNGASS Political Declaration, as well as the Declaration on the Guiding Principles of Drug Demand Reduction. The Demand Reduction Declaration emphasizes that demand reduction programmes should cover all areas of prevention, from discouraging initial use, to reducing the negative health and social consequences of drug abuse and the society as a whole. HIV constitutes the most serious potential harm of drug abuse.

The action plan, developed as guidance to Member States in implementing the above-mentioned Declaration, tasks UNODC to support Member States in the implementation of the Declaration, by providing guidance and assistance to those requesting it on:

• The establishment of national systems for monitoring drug abuse;

• The development of implementation of national demand reduction strategies, which should cover all areas of prevention, from discouraging initial use to reducing the negative health and social consequences of drug abuse;

• The development of capacities within the criminal justice system for assisting drug abusers’ re-integration into society.

The incumbent will be responsible for assisting the overall implementation of a number of UNODC projects on drug abuse assessment, HIV prevention and treatment. The Associate Project Coordinator will be responsible for implementing and overseeing the daily activities of the selected drug control projects in conjunction with its counterparts in the Russian Federation. The incumbent will report to the Representative who is responsible for overseeing and supervising the projects. The Associate Project Coordinator will assist in the implementation and liaison of the drug control projects in full compliance with the overall substantive and operational guidance provided by UNODC.

Summary of key functions:

Under the direct supervision of the Representative of the UNODC Regional Office for Russia and Belarus (RORB), and in close consultation with Regional Epidemiological Advisor and Regional Drug Demand Reduction Advisor, and technical guidance and support provided by relevant Sections at HQs, including Statistics and Survey Section, Division for Policy Analysis and Public Affairs, Health and Human Development Section, Technical Cooperation Section, the incumbent will be responsible for day-to-day management of the selected drug control projects. In particular the incumbent will be responsible for the following duties:

• Oversee and supervise the daily activities associated with implementation of the projects;

• Assist with the planning, management and coordination of implementation of the projects strategies and activities as outlined in the project document;

• Report to the Project Experts on a regular basis concerning the work undertaken, in progress and planned;

• Design work plans for the timely achievement of the projects objectives;

• Ensure timely project reviews, revisions, monitoring and completion of related reporting obligations;

• Liaise regularly with the focal points to ensure that training workshops and logistical arrangements concerning travel and accommodation of participants and trainers run smoothly;

• Assist the Project Experts in liaising with relevant government and international counterparts for the planning and inputs for project implementation;

• Assist in the identification, in consultation with the Project Experts and UNODC, of consultants and trainers to undertake specific project objectives;

• Coordinate with consultants, project personnel, and the counterparts involved in the project to ensure the achievement of project objectives;

• Assist in the coordination and supervision of staff recruited under the project, including national and international consultants;

• Provide on-site assessments, information gathering and information development;

• Maintain effective relations with government counterparts and other international agencies and bilateral donors working within the area of HIV and drug abuse prevention;

• Assist in providing relevant inputs for the design of a programme involving possible expansion of UNODC technical assistance activities;

• Carry out other tasks as assigned.

Work implies frequent interaction with:

Federal Drug Control Service, Ministry of Health and Social Development, National Drug Addiction Research Center, appropriate regional authorities, staff of other international organizations in the Russian Federation, senior officials of relevant institutions, representatives of donor countries.

Results expected: Timely and efficient projects implementation. The key results have an impact on the overall RORB efficiency in drug control projects and success in implementation of programme strategies. Accurate analysis and presentation of information enhances UNODC RORB position as a strong actor in the partnership with the Russian Federation. The information provided facilitates decision making of the management.

Education

University Degree in Business or Public Administration, Economics, Political or Social Sciences, or other relevant field.

Work Experience

5 to 7 years of progressively responsible experience in project management and/or administration, programme design and/or implementation is required at the national or international level; familiarity with the key concepts of drug abuse and HIV prevention issues is an asset.

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Languages

Fluency in English, excellent drafting and communication skills are required. Knowledge of another official United Nations language is an asset.
