Under the supervision of the UNAIDS Country Programme Coordinator and working in close coordination with other members of the UNAIDS Russia Country Team, the UN Joint Team on HIV/AIDS, and government and civil society partners, the Social Mobilization Advisor will support a wide range of activities intended to ensure a comprehensive and sustained response to the AIDS epidemic in the Russian Federation. In particular, the Social Mobilization Advisor will focus on efforts to strengthen the role of civil society – especially non-governmental organizations (NGOs), communities of people living with HIV/AIDS (PLHA) and highly vulnerable groups – in the national response.

Key responsibilities:

Develop and strengthen strategic partnerships

• Establish and maintain contacts with a broad cross section of civil society partners in the field of HIV/AIDS in the Russian Federation. Develop relationships and support the work of relevant community groups, fora, networks, public organizations and associations of people living with HIV/AIDS both on the national and regional levels that are active in promoting a comprehensive response. Initiate and help maintain a dialogue between community groups.

• Initiate and catalyze nation-wide dialogues and cooperation between different partners to promote a gender-sensitive response to the epidemic.

• Support the active engagement of civil society in national fora, including in the Government Commission on HIV/AIDS.

• Develop linkages with other relevant sectors (i.e. labor, faith-based groups and organizations, private sector and other key stakeholders) which can complement and help support strong, sustained civil society engagement.

Strategy Development

• Working with a range of partners, jointly develop a plan for UN system support to increase the role and impact of civil society.

• Develop a strategy to promote greater engagement of highly vulnerable groups in the response.

• Support and facilitate capacity building of the PLHA community as advocates, social mobilizers and service providers.

Project Support

• Provide technical support to civil society partners in interactions with UN agencies and others as requested, including support to project development and implementation.

• Develop and implement a plan for joint UN support to civil society, NGO and community groups.

• Support capacity development of civil society organizations.

Strengthen external linkages

• Promote the involvement of civil society in various regional and international gatherings such as regional and global AIDS conferences, United Nations General Assembly meetings on AIDS and other relevant events.

• Manage the UNAIDS-hosted Partnership Forum.

• Represent the perspective of civil society in the UN Joint Team on HIV/AIDS.

• Liaise with UNAIDS co-sponsoring agencies and other partners on issues related to the involvement of civil society in the HIV/AIDS response.

• Support the role of civil society in the UNAIDS Programme Coordinating Board.

• Facilitate linkages and collaboration with the international NGO community.

Internal Management

• Support the activities of the UNAIDS Office in the Russian Federation by developing background/technical documents, reports, presentations, translations.

• Collect, disseminate and classify data and information required for the implementation of current UNAIDS activities.

• Other tasks as requested.

Desired Qualifications:

• Post-graduate degree in social sciences or health, or equivalent academic preparation.

• Excellent knowledge of English and Russian.

• At least eight years of experience in civil society mobilization, collaboration and partnership development. Considerable knowledge, expertise and experience of the local environment in the field of HIV/AIDS and with fostering partnerships with a range of sectors, including a range of civil society sectors, government and intergovernmental organizations. Broad experience in working with and mobilizing a range of external partners.

• Strong commitment to the work of UNAIDS. Excellent interpersonal and advocacy skills. Desire to work as part of a team.
