General Provisions:
The incumbent will work under the day-to-day supervision of the UNODC Representative for Russia and Belarus, under the substantive guidance of the Paris Pact Project Coordinator and under the technical guidance of the Research and Analysis Section, in particular the Tashkent-based Regional Monitoring Expert.
Functions:
• to gather, systematize and analyze substantive data and statistical information on counter narcotics in the area of his/her responsibility;
• to assist the country representative in performing activities aimed at supporting donor coordination at the country level, including support to the work of the local Mini Dublin Group, Foreign Anti-Narcotics Community, etc.;
• to assist the country representative in the implementation, monitoring, advocacy and follow-up of Paris Pact recommendations and activities in the country/region;
• to act as ADAM focal point in the country; to market ADAM in the field; gather and monitor data and statistics on counter narcotics assistance in the country/region; and input and double check data accuracy on an ongoing basis;
• to draft papers, compendium of data, reports, power point presentations, analytical contributions on drug trends, etc; as well as other information analysis and tools;
• to contribute to assessment missions and evaluation reports, as well as the implementation of multilateral projects through the provision of analytical reports, data trends and situation analysis; and
• to perform other duties upon request of the management.
Qualifications:
University degree in statistics, international relations, the social sciences, law or other relevant academic disciplines. Knowledge of the region’s political, socio-economic and cultural dynamics is required. Fluency in English is essential. Excellent communication, drafting and research skills are essential. Working knowledge of other languages spoken in the region would be an advantage. Excellent knowledge of Excel/Access and Power Point required.
