General Background

In July 2006 UNAIDS and Russian Ministry of Health and Social Development signed a supplementary agreement to the Memorandum of Understanding on cooperation under project «Coordination in Action» and one of its goals was development of and providing support to HIV/AIDS and drug abuse prevention programs for injecting drug users. Regional Office for Russia and Belarus of the United Nations Office on Drugs and Crime (further referred to as UNODC) is the UN agency responsible for the implementation of this task.

Under the agreement made it is envisaged to develop the medical and social care system for people recently released from prisons to improve their access to HIV/AIDS and drug abuse treatment and rehabilitation in Orenburg and Orenburg Region and St. Petersburg and Leningrad Region.

It is coordinate work of organizations that provide medical and social services to former prisoners focused on increasing their social reintegration and prevention of relapse to risky HIV and drug abuse related behaviors. The project activities are ongoing under UNODC led initiative «Support to HIV/AIDS and drug abuse prevention programs» and supported financially by the US Government.

The Contract Objective

The Contract Objective includes coordination of the activities on establishment of socio-medical services for persons released from prisons settings and on provision of case-management of clients including PLWHIV and IDUs recently released from penitentiary institutions.

Tasks

1) Coordination of the activities on establishment of socio-medical services for persons released from prisons settings;

2) Direct provision of services to persons released from penitentiary institutions including PLWHIV and IDUs;

3) Provide HIV/AIDS and drug abuse prevention information, education and communication activities (IEC) for prisoners including IDUs and PLWHIV.

Work assignment

In close cooperation with UNODC project coordinator the contractor shall fulfill following tasks:

1) In cooperation with local partners establish long-term socio-medical services for persons released from the prisons settings;

2) Hire a project coordinator to perform the following duties:

• Coordinate and provide consultations with partner organizations;

• represent project at the meetings on oblast and municipal level, at the meetings of Regional AIDS Coordination Commission;

• Prepare the working plans in cooperation with partners;

• On a regular basis submit the reports in accordance with UNODC requirements;

• Organize visits of project management group to the project sites;

• Maintain regular contacts with local partners involved in the project implementation activities;

• On a regular basis collect information on the epidemiological situation on HIV in the region;

• Plan and implement the activities related to the project monitoring;

• Prepare monthly monitoring reports.

3) Provide work place for the coordinator;

4) Provide other tasks assigned;

5) Provide case-management to clients released from prisons: prepare individual case-management plans, maintain referral linkages with narcological, other medical, and social services;

6) Provide HIV/AIDS and drug abuse prevention information, education and communication activities (IEC) for prisoners including IDUs and PLWHIV.

Contract Duration: 1 February 2008 – 31 December 2008

Eligibility Criteria

1. Location of the contractor – St.Petersburg and Leningrad Region, Orenburg and Orenburg region

2. Experience in coordination and provision of services to PLWHIV and IDUs

3. Experience in working with international organizations and international NGOs

4. Experience in working with the Federal Penitentiary Service

5. Work place for coordinator

6. Experience in provision of case-management services to clients from vulnerable groups (PLWHIV, IDUs, prisoners).

Consideration

UNODC shall raise a service contract. The payment will be made in three installments: advance payment – 30% from the total contract amount, second installment - 50% from the total amount, and the third installment – 20 % shall be made upon submission of the reports to UNODC.

Reporting and results

The contractor prepares the following reporting documents:

1) Before payment of the second installment Financial Report on the funds spent after the payment of the first installment and a technical report on implementation of the project should be submitted to UNODC.

2) Technical Monthly reports on services provided for the target groups (monitoring indicators):

• Number of HIV-infected clients received medical, psychological, and social support;

• Number of prisoners, attended the trainings on HIV/AIDS prevention and risk behavior (with the list of participants and their signatures);

• Number of individual consultations for prisoners on HIV/AIDS issues.

3) Before payment of the third installment Final Technical Report and Financial Report on the funds spent after the payment of the first and the second installments should be submitted to UNODC. The Final Technical Report contains the information on works and services provided, achievements and outcomes of the project.

4) Detailed Financial Report in compliance with the budget agreed upon the signature of the present contract should be sent to UNODC within 15 days after completion of the project.

Coordinator should keep attendance records in accordance with the Russian labor legislation.

All interested candidates should send their applications that include:

1) general information about the organization and experience (no more than 1 page);

2) project description (aim, objectives, target groups, detailed workplan with activities, types of planned services and their quantitative monitoring indicators);

3) CV of the planned coordinator;

4) a detailed project budget in roubles signed by the head of organization with an official stamp.
